Improving Value For Money

This public service broadcaster produces television, radio and on-line media for a global audience 24 hours per day. The organisation employs around 30,000 people and wanted to improve its ability to manage human capital by updating its payroll management processes and systems.

This was a daunting challenge because of the large number of employees, high annual turnover, diverse terms and conditions, multiple pay and deduction elements and over 40 information flows to and from payroll to other departments and external organisations.

We undertook detailed analysis of all payroll information flows. Business requirements were then identified, documented and prioritised. The structure and capability of the payroll services marketplace was evaluated and various options were developed and assessed.

The result was a decision to replace the in-house system with a generic package, outsourcing the payroll processing and retaining the administration in-house.

We then managed the implementation programme from the client perspective. Our responsibilities included: competitive tendering; contract negotiation; reviewing and modifying the detailed specification of requirements; extensive user acceptance testing; parallel running, and data conversion.

The new system was fully operational within ten months. The entire new payroll was delivered between two weekly pay runs and the first time the employees became aware of the change was on receipt of the new, clearer payslip.
